Online Registration for Title Transfers

Traditional Request for Registration

  • Don’t qualify for online processing? No problem…Traditional Motor Vehicle forms are available for completion for title and registration applications when online processing is not an option. Examples of such transactions include, but are not limited to, Out-of-State Titles & R-Titles (see info below), Collectible Vehicles, Recovered Theft Vehicles, Specially Constructed Vehicles, Modified Vehicles, Street Rods, Vehicles requiring a replacement VIN, any application requesting a change in the gross vehicle weight rating (GVWR), and Vehicles coming from another state with a branded title.

    The total PennDOT processing time can take up to 30 days or more. However, temporary registration materials will be issued and are valid for 90 days. These can be used for PA Safety and Emissions Inspections

Registration of Previously Titled Vehicles
(No Previous Registration)

  • Have a vehicle with a title, but have never registered it? Obtaining a registration for a vehicle, which was previously titled, is a bit of a process. For Example…A vehicle was purchased and needed a significant amount of repairs before it could be made road worthy. The new owner decided to apply for a title only, and not to register the vehicle at that time. Upon completion of repairs, the new owner would now like to apply for registration.

    In instances like this, where a vehicle has been previously titled in your name but never registered, online processing is not an option at Cox Automotive. In addition, a temporary registration is not available. A request for registration can be made by submitting a form to PennDOT who will review, and upon approval, will issue a plate and registration card. Materials will be mailed to the applicants address. Unfortunately, the applicant cannot legally operate the vehicle according to the State of Pennsylvania until the plate and registration have been received from the Commonwealth.

    The total PennDOT processing time can take up to 30 days or more.

Out-of-State Request for Registration

  • New to PA? Click here.

    Bought or acquired a car from another state? In order to request registration for use on Pennsylvania roadways an Out-of-State title, or other acceptable proof of ownership, must be presented. An application for registration must be accompanied by the application for title. You cannot register a vehicle in Pennsylvania if it DOES NOT have a PA Title. If applying for a title click here.

    VIN Verification is required on all Out-Of-State vehicles.
    The vehicle and Out-Of-State Title MUST be presented to a licensed Inspection Mechanic or Notary Public for review and verification.

    Concerned because you don’t have a plate or temporary tag to drive on? Off-site verifications are available, for a fee, upon request.

Trailers – Out-of-State Requests for Registration

  • Cox Automotive advises customers to Consider Out-of-State Trailer Purchases Very Carefully BEFORE finalizing a deal. In order to request registration for use on Pennsylvania roadways an Out-of-State title, or other acceptable proof of ownership, must be presented. An application for registration must be accompanied by the application for title.

    Some trailers purchased from other states WILL NOT have a title. Do your research, this could be a problem for you. For more information see… Out-of-State Title Transfers – Trailers or visit DMV.ORG to determine titling procedures for other states.
